Bill Daly has suddenly changed the tone around an NHL expansion process that Gary Bettman had pushed into the spotlight earlier this summer.
For months, Houston and Austin have carried the feel of markets moving closer to the league's front door.
The Friedkin family had already entered a six-month evaluation process with the NHL, with the league studying both Texas cities as possible homes for a 33rd franchise.
Now Daly has delivered the warning that changes everything: NHL owners still aren't sold on expanding beyond 32 teams, and a Texas franchise might not happen.
The deputy commissioner stressed that neither the league nor the Friedkin side is committed, leaving one of the NHL's biggest potential moves without the certainty many expected.

That matters because the Texas process had moved further than the league's conversations involving other potential expansion markets.
Texas expansion suddenly has a major hurdle
When Bettman announced the evaluation process in June, the framework sounded significant. The prospective investment was pegged at $3.5 billion, including the expansion fee and the cost of a new arena.
But no formal Board of Governors vote took place. The NHL's executive committee supported studying the opportunity, not handing Texas a franchise.
Daly's latest comments put that distinction back at center ice. Before Houston or Austin can worry about logos, divisions or puck drop, owners must first agree that expanding the league itself makes sense.
And that decision could become the real pressure point. Going from 32 clubs to 33 affects scheduling, revenue sharing, expansion-fee distribution and the league's carefully balanced structure.
Houston and Austin also each need a new arena, adding another major layer to a process already carrying plenty of moving parts.
The NHL isn't closing the door on Texas. But Daly has made clear that the door is nowhere near as open as the expansion buzz suggested.
For a league that appeared to be inching toward another round of growth, the message is suddenly much colder: Texas still has to convince the people who actually hold the votes.
